I don't know if i mentioned this in another thread but they could use microlites loaded with ANFO bombs and remotely guided to target by putting a web cam, some comms gear and a Raspberry Pi (a small really cheap general purpose computer) with suitable programming in the Microlite.
For added sci-fi, use a modded driving AI instead of remote control.

That is intriguing, but too demonstrative. Having sorted through the options provided, I'm seeing them choose a variety of 'ordinary' attacks spread over multiple fringe groups in what could be seen as a series of uncoordinated and unconnected attacks. Once they push reduction in service above a certain per cent, the sudden overload caused by the outbreak should do the rest. They don't need 100%.
