One of things I will be doing away with is money. As I expect players to be cyborgs, and considering bodies like Motoko's (she has been in a shell for most of her life) or Batou (during the last war had most of his body replaced with prosthetics), not to mention the rest of the technology, PCs are not going to be hoarding their pennies to go buy a new German Think Tank or a cyborg body that costs as much as an F-16.
Instead I am going to use the concept of a time factor. A character already has standard equipment, if a character loses a weapon - no one is going to cry over it. You want a nuclear weapon, no problem. Its just going to take forever if you go through normal channels, so you start pulling in markers...
The causality of pulling in markers will come back to haunt you though, since you are going outside normal channels, usually upsetting the powers that be. Remember if you pull in your last marker, no one is going to hold your hand when your enemies start using their connections on getting you killed. And the DM really decides what markers are actually valid in what kind of situation.
Phoning up the police chief when the anti-terror squad is waiting behind the door is past the life use of the marker, since your action has implicated him in illegal activities. The Police Chief will either hang up or will make sure that he can keep his job, including removing the offending evidence, you.
