The Paragon Template is kewl enough, it isn't detailed or anything, its an "Add alot to all abilities, saves, stats" kinda template, but okay for when you wanna create something "bigger than dire" for your campaign. But, you know of any good template to make a character half-deity or something? I have a few NPC's in my campaign I wanna deitify, mainly because they are either transcending towards divinity or because their half-gods...

There are no such template unfortunatly, but if you have Deities and Demigods, you can see what abilities a Quasi-Deity (DVR 0) gets. Also there are some tips about divine ascension in appendix 2 of the book.
Just remember that divine characters get a significan powerboost when they ascend (including lots, and I do mean *LOTS* of immunities.
As for how to have them ascend, let them go on a long and almost impossible quest to prove their worth and find some artifact that will help them achieve a divine rank of 0.
But remember that when the character has managed to ascend to DVR 0, they will have to get a cult going, or they will never become even DVR 1. (I suggest that about 1000 loyal followers is needed for DVR 1.)

It doesn't, it comes from the ancient Sumerians, who passed it on to other cultures. Eventually the Egyptians held the records, which the greeks absorbed.
Ea's symbol was the snake, and he was claimed to have been one of the major " engineers " of humanity. He was a healer, shipbuilder, sailor, and advocate of humanity. His evil kinfolk squeezed him out and proceeded to rule humans harshly. Ea is similair to Prometheus in greek mythology, but instead of having his liver torn out by a big vulture every day, he went into hiding.
The Mesoamerican cultures had similair " benefactors " called the viracochas ( Great White Fathers from the East ). The snake was a powerful symbol of healing, death and rebirth there as well.
