Any +0 LA Templates?

Hey, everyone. I remember hearing a couple years ago about an issue of Dragon that supposedly had some Templates that you could add onto a character that didn't have any Level Adjustments- like, templates that give a character a +2 to one ability score and a -2 to another, or that lets a character use a 0-level spell as a spell-like ability once a day or something- but I don't know what issue. Would anyone happen to know anything about these? Or, if possible, would anyone be able to post any of them?

Any help would be most appreciated.

These are the templates you are looking for. They are Racial Variants. All except the "deep" template are LA 0.

Also, the necropolitan is LA 0. That's from Libris Mortis.
 

Kobolds are +0 LA.

Necropolitan is LA +0, but you lose a level as if you had just been raised. So it is, but it isn't. Sorta. Heh.
