The same goes for human populations. A troop of cavalry will be made up of War1s. The veterans will be Ftr1-3, Officers will be Ftr/Aristocrats of varying levels. To me, your basic soldier is a warrior1. A professional soldier is a fighter. Not that there is really much difference in a Fighter and a warrior that is 1 or two levels higher, at least from the perspective of a player in a brief encounter.
I'd put things a little differently, because I think there's definitely a place for mid-level (and even high-level) warriors. I'd consider a warrior to be a semi-pro soldier (town guard, typical fighting member of a warrior tribal culture, street tough, conscript soldiers who live long enough to gain levels), while a fighter is a professional soldier (volunteer in a standing army, adventurer, member of a noble's elite guard).

OD&D had it right: most soldiers in armies are 1st level fighters, with officers and NCOs usually at higher levels.

uhm....wrong. edit: if i remember correctly. :o

OD&D most soliders were normal men. Officers were levelled Fighting Men.

in 1edADnD most soliders were 0 lvl. 1st lvl fighters were NCOs. usually 1 for every 10 men. serjeants were lvl 1 or 2. lt were lvl 3 or 4. capt were lvl 5, 6, or 7. check out the DMG, revised 1979.
