Anyspell and brew potion question

Iif I use the anyspell spell to create a potion with the shield spell is the shield spell still considered a 1st level spell for this purpose? or is it a 3rd level spell because it is taking up the 3rd level anyspell slot?

I don't think you can create a Shield potion as a Wizard, so I doubt the addition of Anyspell would allow it.

Why couldn't I create a shield spell potion? The range of the shield spell is personal. Is there another requirement? Can you be more specific as to why not?

A potion of Shield is as valid - or invalid - as a potion of True Strike.

because it is extremely broken.

Shield is a very good spell imo it is only balanced because it is personal. And to put it into a potion break the game balance.
