AoO and non-standard races as PCs

I have a couple of rules questions maybe you (insert shameless flattery here) can answer:

1) When a non-move, non-spellcasting action provokes an AoO, which happens first, if either? Example, PC firing a missile weapon with an opponent threatening: If the AoO is enough to kill the PC, is the shot fired? My gut tells me that both the action and AoO happen simultaneously, the same as spell-casting.

2) I have a svirfneblin NPC I want to make for a module with class levels (ok, rogue to be exact). FRCS, pg 16 says it has a level adjustment of +3. If my rogue were 4th character level equivalent, that would be 1 level of rogue. Here's my question: Does the svirfneblin "quasi-levels" contribute to saves, BAB, skills, feats, hit points, ect.? Or is this NPC simply a 1st level rogue with special racial abilities?

I'm relatively new to the forum, so point me in the right direction if I'm rehashing old posts. Thanks a million! (cp that is)

Level Adjustment only affects the XP issues.

Your example Svirfneblin Rogue(1) is a 1st level character FOR ALL PURPOSES, aside from matters ofExperience Points.

Experience Awards from monsters of any CR are granted to you as though the Svirfneblin Rogue(1) were a 4th level character. Advancement to Svirfneblin Rogue(2) will cost as much as a Human Fighter(4) advancing to 5th level.

In all other ways, the gnomeis a 1st level character. Spells that base effects on level or HD treat that Svirfneblin Rogue(1) as a 1HD, or Level 1, target.

Level Loss from any source (undead energy-draining attacks; Raise Dead spells) treat your Svirfneblin Rogue(1) as if he were only first level (loss of a permanent CON point).
