D&D 5E AOO while dual wielding with a whip and short sword question

So a character is wielding a short sword (5' reach) and a whip (10' reach) with an enemy adjacent to him.

If the enemy leaves the short sword reach but not the whip reach without using disengage can said character make an AOO?

Note the character only attacks with one of these, so he is not making a bonus action attack. I don't think that matters in the discussion.

According to JC, you can make an OA with the short sword when the enemy moves out of your reach with that weapon.

I was watching a 5e roundtable with Adam Koebel, Mike Mearls, Matt Mercer and Matt Colville, and I think Mearls made the joke the four resources you need for D&D: the Player's Handbook, the DMG, the Monster Manual, and Jeremy Crawford's Twitter.
Frankly, I would rule the same way JC did, but it helps to have his input on the ruling when people question things and are looking for advice. shrug
