It would be interesting if the spell ripped the weave and gave thousands (or whatever number is manageble campaign-integrity wise) of the inhabitants magic immunity (can't use and can't be affected by it). Red Wizards without any power, peasants now immune to magical control. Maybe even a Zulkir affected.
Or maybe, it threw thousands of inhabitants out of phase, so now they all are permanently blurred or displaced.
