Which is a more optimal choice?

You gain two wizard cantrips with this class and these two cantrips really help mitigate the loss of an extra attack.

BB. Someone in your party has to have Command, or Dissonant Whispers, or Suggestion, or Fear or something that will make them move on their turn to take that damage.

If you want to just spam a SCAG cantrip, then try Tempest and ask DM to get booming blade for the theme. You can be a great melee cleric just pounding it out, especially when you get the level 8 feature to add more thunder damage in. At 8th level you will be doing WPN+d8 Thunder+ d8 BB + 2d8 if they move. At 14 it will be WPN + 2d8 Thunder + 2d8 BB + 3d8 if they move.

Its a pretty good thing to have in the pocket while you have spirit guardians up

Exactly, if it is a home game then work with your DM. There are even spell creation rules in the DMG that are good enough for simple things like making new cantrips. In a CoS game, my Paladin received his Sorcery (multiclass) from the spirit of Argynvost the Silver Dragon. Greenflame Blade and Firebolt became Frost Blade and Ice Lance to keep in theme. Choosing majority Ice-themed spells probably isn't a great idea in an Undead campaign, but it fits the RP.

In a Tales from the Yawning Portal Adventure, I'm whipping up a mid-range lightning cantrip for my Red Dragon Sorcerer/Bard based on Greenflame Blade, but with a Dex save instead of the melee weapon component.

Cantrips are spells that casters have trained with excessively enough to cast them by habit, it makes sense they would know a few unique ones to call their own.
