It's unclear whether or not the extra attack from a speed weapon needs a full attack action. I would say it doesn't. It's not worth a +4 enchantment cost otherwise.

You do not need to take a full action action to gain the extra attack granted by a speed weapon, unless you also want to use an off-hand speed weapon and thus gain another extra attack.
 


Improved Rapid Shot did indeed come from the Dragon.

Specifically, it came from an article in the Dragon #275 (according to a net search) in an article about Balancing Feats. Author was Sean Reynolds and Jonathan Tweet.

They used Improved Rapid Shot as an example feat, and compared it to two-weapon fighting, and concluded that yes, it was a balanced feat and should be ok.

This is interesting because not only are you seeing a new feat, not only was it from someone who worked on the rules, but there is the actual explanation of why the feat is considered "balanced."

Now you may or may not agree with that argument, and that's another matter entirely.
