Are hunter's quarry and sneak attack equal?

I agree that having the character go Rogue fits a bit better, especially with the suggestions to have the fists equate to damage. Rogue has a lot of options that really fit well with a monk feel, although honestly still a bit to be desired (we shall wait for the monk class)
 

So if I'm reading this he's basically going to be a ranger with sneak attack? I do not think this is balanced as rangers get 2 attacks, doubling the odds of it landing. In the adventures we've played in my group the rogue has had little to no trouble getting CA, even without using the stealthing in combat suggestions I read so much about on these forums. Also, a rogue can use sneak attack at range if he has a ranged weapon and is not limited to sneak attacking only the closest enemy as he would be with quarry. Plus he'd get the prime shot advantage in many cases.

The rogue in our group out damages my ranger already, I can only imagine how much more he'd do if he got to re-roll his misses. Based on this I'd have to say it would not be balanced to allow this.
 

Make it cost a feat, then it's on par with the cost of a regular rogue learning a rapier.

Anal Retentive Nitpick. Tradition suggests that should be con 13. Ignoring my OCD, that's a good way to do it.
