Are racial powers equivalent to which: novice or adept multiclass feats?

I don't want to allow all the races of the D&D world, but would like to try the powers out for my players as multiclass feats.

What level should they be? Novice or Adept?

Looking at the Deva power from the PHB2 seems pretty potent.

Thoughts?

Racial powers are too potent to be granted by one feat. Just don't do that, is what I say.

What you could do is make subraces of the ones you allow, granting them the powers you'd want. In the end this will just be reflavouring.
For example you can give dragon breath (fire) to dwarves creating Fire Dwarves, dwarves who live in a volcano.
Or better: drunk dwarves that have so much alcohol in their breath that they can shoot fire when they put a torch in front of them :)
 

The racial powers play like utilities, i.e. they don't provide attacks. As such, I'd make it equivalent of an Acolyte power-swap feat.

Yeah, for example, Memory of a thousand lifetimes is crazy good.

Elven Accuracy is another really good one.

Fey Step is about a utility, at least until you start stacking a few feats from MP onto it.
