The huge problem here is that page 275 explicitly labels as a "Racial Bonus" a bonus written without a type under the "Racial Traits" section for Humans.
Similarly, in the PHB2 explicitly labels as a "Racial Bonus" a skill bonus written without a type under the "Racial Traits" section for Elves.
I wrote to Customer Service. The first reply was that they were Untyped, but with the contradiction was clearly illustrated the the second reply was escalated and ruled that there was no official rule on the matter. The issue was forwarded to Design to issue a formal Update (to correct typos referring to these bonuses as Racial) or FAQ (to clarify that Racial Trait Bonuses are all Racial Bonuses).
So it is a Wait and See situation - like so many other contradictions.
