Armor and speed reduction

I can't seem to find anywhere where they mention how armor affects your speed when you have a base land speed of more than 30ft per round. For example, if your base speed is 60ft and you're wearing full plate, is it then cut to 50ft (-10ft) or 40ft (2/3 base speed)?

page 20 of the DMG. In your example you'd be moving 40 ft/round.
