Armor of Command ability

So, does anyone know if the text describing the Command ability for armor in the Defenders of the Faith book has been changed or confirmed?

The same ability in Arms and Equipment guide has changed it to a competence bonus to Charisma checks, rather than a Competence bonus to Charisma, from memory.

The same ability was reprinted in the Arms and Equipment guide, with slightly different rules. A&EG is supposed to be 3.5 compliant.

It doesn't stike you stupid that an item would give a CIRCUMSTANCE bonus to an attribute itself? I prefer to think of the A&EG as an improved version of the Defenders of the Faith enhancement.
