yes, its light armor
the problem i see is it really outshines all the medium armor.
chainmail gives only 1 more AC, but it slows your movement, lower max dex, and has higher acp.

it's not much of a help, but you could make economic/status limits to armor ... some armor is reserved for Officers in the military and nobles (full plate or breast plate for example)

some might be reserved for militia or those with a commision from the nobles/king/queen (half-plate, chain mail, chain shirt, bandad mail)

some might be hard to find for commoners (scale mail, studded leather, splint mail)

some might be easy to find for commonrers (hide, padded, leather)
 

I thought Barbarians don't have medium armor proficiency, and there DR only starts at level 8 or something ( 10?) This is why having books is helpful. Can't complain though I'm at work after all.

you've probably had time to check already, but
barbarians do have medium armor proficiency, and their Damage Reduction ability starts at 7th, then inceases every three levels

i just realized two things about barbarian abilities. The only barbarian ability that doesnt work in heavy armor is the movement increase. And, the barbarians Damage reduction is not standard DR, so it would stack with other DR.
 


how i understood the RAW "order of operations", barbarian's "Damage Reduction" and DR/- from other sources stack.
i'll ask in the rules forum.
