At-Will Powers

I think paragon path should give you the choice to upgrade to 2 new at-will power or your damage output from your beginning at-will powers should at least upgrade like this:
1[W] Heroic tier
2[W] Paragon tier
3[W] Epic tier

I really don't like the idea that all the other powers you have are constantly changing, but your at-will powers stays the same from start to finnish.

Since they've mentioned that magic items are mostly for granting new powers (and only secondarily about granting numerical bonuses) perhaps the designers expect PCs to get "new" at wills from their items. Since gear is fairly changeable, that will keep up the variety.

Apparently they won't cost a feat.

Look at today's preview: Starting at High level, section 5.

Those rules wouldn't work if retraining cost a feat.

(Besides which, it would make retraining counterproductive.)
