DMG II has "swarm" rules for small and medium creatures. I think you need 48 children to pull it off, but they get NASTY!

Have the building's structure weakened ahead of time and then set it on fire. The children's objective would be to delay the characters until after the structure collapses. Also, let the character's know that the children are being controlled, otherwise they may rationalize that the children are actually polymorphed or summoned monsters.

If the PCs burn down an orphanage, they can always earn enough piety points by burying their fallen camrades to make up for it.

Some of the children are begining to manifest Sorcerous powers. Give them 3 0 level spells usable once per day.

Is there a sick ward in the orphanage? Maybe the children all have something like filth fever and are while they have a PC grappled they vomit on him.

Traps. Think >shudder< Home Alone.

Not that familiar with psionics, is there an equivalent of Delayed Blast Fireball for suicide bomber kiddies? Maybe the Tsochar just has a magic item for it.

I love you people. These are some great ideas. I think half-farspawn, molotov toting children swarming the PCs will certainly be memorable. This is going to be great!

A little clarification on my post now that I have a minute.

In my version of Eberron the Elves are an EVIL race and are starting the next war in an attempt to exterminate all other races from existance, or at the very least enslave them.

The next plot will be an attempt by the EVIL Necromancer Elves to start spreading a zombie infestation similar to the one in the Expedition to Castle Ravenloft book.

In one of the plots the characters will track an outbreak to an Orphanage and will be swarmed by a number of disease carrying zombie children.

I have not come up with a trigger for the disease yet, but will probably make it a mundane looking magic item that is being used to infect people.

This will be a very "Dawn of the Dead" like experience with people who are infected with the disease coming back as zombies themselves.

For those of you who are asking themselves why the Elves are EVIL.

Well usually everyone in my games plays Elves so to force them to play something else I made the Elves the bad guys.

The ultimate goal of the Elves is to find the Gold Dragon Orb which would allow them to control their mortal enemies, the dragons.
