It's 1d8+3. Additional bonuses to damage are not considered part of your STR modifier and are always added to the damage dice.

1d8+3. Damage bonuses apply regardless of whether there's an ability score involved.
 

A peripherally related question, that I'm sure has been covered many times but I can't remember for sure...

If a magic weapon does +1d6 or +1d12 damage on a critical hit, you still roll that extra die, correct? You don't max it out like you do for the base weapon damage die?
