Attacks on subsequent rounds

An interesting question came up in our last session. The wizard used his staff of gathering (I think) to cast Freezing Cloud. In the subsequent round, a mummy entered the cloud and was subject to another attack. Does this attack occur with the same implement? The issue came up because the wizard then rolled a 20 on that secondary attack.

I initially thought no, then changed my mind and said yes.

Yes. You use the same implement along with the same bonuses (with maybe the exception of some sort of situational bonus that no longer exists).
