HS: We use the exact same average stats every time. Pat of the reason for this is paperwork, another small part is game balance. If I allow an ogre with max strength, why not max everything? It is just too much paperwork for a single spell.
Racename is for a monster type listed in the monster manual. It really does not work very well for leveled creatures. But I'm sure with a Truename an enough research you could summon a Hound Celestial with an extra 5 levels of fighter (or what have you) for a CR 9 (don't have the book with me right now... Is that right?) creature.
As long as it does not disrupt the game, I would say it would be fine. Just keep in mind, summoned creatures would not get magic items unless a part of their race description. That will cause problems!
