There's the Master of Shrouds from Libris Mortis (a silly one, since he focuses on summoning incorporeal undead, which have neither a STR nor a CON score!).

Then It is not silly, It is a sacrifice. Just like need toughness, not improved toughness for the dwarven defender PRC.

Funny, I always assumed this was because Improved Toughness isn't in the PHB.

Requiring augment summoning for a class that specifically summoned incorporeal undead is just silly.
