Wizards certainly can have another book autographed for you, they probably have a few extra's lying about.
I got the signed copy, and it pissed me off to no end about the delay, but it happens. I would say however that you should have contacted Wizards first to find out what they'll do. You're complaining about their customer service before you've even used it.
Also, as regards the book trade in, almost all publishers have such a policy, and they don't eat the cost's most times either. They will simply nag the book binder, whose fault it really is.
So, try Wizards, see if they can help you. If they can't, THEN complain.
