AV2: Plussed items that aren't weapons, armor, or necks?

So, something I noticed the day I got this but haven't seen discussion on, there are several set items that have plusses that really shouldn't.

Like the Bracers of Zeal (p 103), which go from +2/9 to +6/29.

Or the Swift-Step Boots (p 115), which go from +3/14 to +6/29. The property is the same at +3 and +4, and improves for +5 and +6, which would seem to argue that the plusses are there for a reason.

Any idea what's up with these? Or did I miss something blindingly obvious?

If they have enhancement bonuses, that makes them -weaker- than the other items. (not that I've seen them yet.) This is because enhancement bonuses don't stack with other enhancement bonuses.

But if they are item bonuses, that's a different story
 

In the compendium there are no pluses listed, but there is no difference between some of the levels of the items.

The 14th and 19th level Swift-Step Boots are the exact same item except the 19th level ones are more expensive. Some kind of mistake was made. I'm just not sure where.

It seems obvious that the plusses are the number of extra arms or feet the items give you.
