Avoral - Tongues?

Avorals speak Celestial, Infernal, and Draconic, but can speak with almost any creature, thanks to their tongues ability.

What tongues ability do they speak of here?

I assume its as the tongues spell so I would say with anything that has a spoken language. The spell says it doesn't allow a person to speak to somebody that doesn't/can't speak so it it wouldn't work with a creature that only communicates by gestures or pure thought or otherwise simply doesn't speak. (animals, vermin, constructs, etc). Whether or not it would work with a mute human however would be the DMs call.

I just can't find any tongues ability there... Archons have it under their traits, but Guardinals not? Yet they mention it there...

Yeah, I noticed it described, but not under the Guardinal traits or otherwise in their individual entries. It must have been an oversight when they split up all the good outsiders into separate categories. The question is whether or not they are intended to have this ability. In 3.0 all the celestials (including Guardinals) had tongues so I guess its an oversigtht. (I edited my original response for more detail, I didn't expect an immediate response to my post.)

Ah, right, just looked into the 3.0 MM and there they still had it.

So either they forgot to list it under traits or forgot to remove it in the text... wonder which one it is.
