It would apply to each attack. A human with one level in Barbarian (Lion Totem variant, C.Champion) could do the same thing as a scout, though.

With enough BAB, TWF, or other things to boost attacks, yes. There's getting haste cast on you by a friendly mage. Or girallon's blessing, for an extra 2 arms with claw attacks for 10 min/CL. Or the Barbarian rage variant, Whirling Frenzy, to basically gain a flurry attack while raging with any weapon. Even ranged ones!

Lots of ways to get to 5 attacks on a pounce by the time you'd be the ECL of an awakened lion scout.

How about an Awakened Owl Sorc/Cleric of Athena? Templated with Celestial and/or Legendary animal, plus taking the heritage feat chain ending with Celestial Sorcerer Lance. Maybe even Sacred Vow & VoP?
