B5 Telepath for Modern

I was just about to start to convert the telepath to modern, when I came to a question that I could not answer. Should it be a base or prestige class? I know that modern has spellcasters as advanced, but the [b5] telepath is based on something from birth(puberty) that would be a characters starting class.

For those who have access to the B5 Telepath and rules associated with it, what do you think?

I would suggest making it an AdC. Mind-reading is a powerful advantage, and telepaths often burn out (eg fail to meet the pre-reqs for the class).
