Like Wraith Form said, there's a Techno-Mage splatbook that spills the beans on these guys. The crunch is 1e stuff, but on Mongoose's site there are a couple Signs&Portents (free downloadable e-zine) articles that have the conversion notes for the classes and a few spells to 2e rules. I think they were numbers 39 and 40.

Saw a couple in play as NPCs in the recent B5 game I'm in. Pretty impressive, especially the one that focused on direct damage effects.
 




The term comes, I believe from the use of an asterisk to denote the interchangeable wild card nature of 'The Complete Book of *s", "Guide to *s", "* Sourcebook" etc., the asterisk then being pronounced "splat" as it looks a bit like one.
