Well since it is outdoors in a large desert region the Draogn should be able to make great use of it's flying.
Lots of flyby attacs with lighting strikes.

handy stuff!
If the PCs have mounts the Frithful Presence can be used to scare them off and the dragon could then devour them all before the pcs can round them up. He doesn't have to eat them all but could just kill and maul them and chew them up a bit and leave them in a very unpleasent state.

4 1st and 2 2nd level spells.
also access to Clerical- Air Evil and Law.

*Alarm (for the lair)
*Endure Elements (to cut down on pesky elemental attack spells!)
*Shield (to cut out pesky Magic Missiles!)
*Ray of Enfeblement (just because it's fun)
2nd-
*Resist Energy (see Endure Elements, in fact having both can give it protection to 3 kinds of element! because of inherent Immunity to Electricity)
*Summon Swarm (cool "The Mummy" kind of thing, use a Spider swarm to represent Scorpions) just an annoyance really but you could play it up for effect.
*See Invisibilty
*Touch of Idiocy (Mess with those spellcasters some more.)
*Scorching ray (because they will likely be ready for Lightning so this will catch them off gaurd.)
*Invisibilty (just because it's nasty! "BOO!ZAP!flapflapflap...)
*mirror Image (could be amusing)
--Cleric-----
1st-
Cure light (it'll help)
Doom (could be handy against a tough fighter)
Sanctuary (probaby to high of will saves to be effective though)
2nd-
Bears Enduarnce (who doesn't want more hit points?)
Calm Emotions (if their is a Barbarian around.)
Cure Moderate wounds.
Silence (to mess with the specll casters again.)
If you draw the encounter out over a few days you could use all of these. Well except I did put up more 2nd level spells than it could know
but you get the point, i'm sure.
You can have it bury itself in the sand and use the Ventriloquism to fake them out and then burst out and hit them and fly away laughing!
Minions could include-
How about a half-blue-dragon-Dragonne!

an Otyugh to clean out the litter box!
a troop of Kobolds that worship it as a god.
