It's not originally a feat, it's a creature quality. First time I ever took note of it was in Libris Mortis, though it may have appeared earlier.

What does Whirling do?
Instead of the normal rage augmentations (+4 str/con, +2 will saves, -2 ac) you get +4 str, +2 dodge ac, +2 ref saves, and an extra attack each round at your highest BAB, but all attacks suffer a -2 penalty to hit. When you get greater rage, the str mod increases to +6 and the ac and ref save mods increase to +3. Mighty rage increases it to +8 and +4 respectivly. Instead of Indominitable Will at 14th you gain Evasion while raging. Whirling frenzy lasts as long as a normal rage does (3+Con mod rounds), and since it doesn't increase your con, it tends not to last as long.

And using this variant you can't rage at the same time you use another, similar ability such as rage from another source, or a Frenzied Berzerker's Frenzy ability (which does stack with a normal rage).

The reason it's good for undead is that there's no con modifier involved, so there's nothing lost by having con as a non-stat.

I can't find it in Libris Mortis at all, although, I did find it in the MMIII... In the Libris Mortis, you find the feat Improved Toughness, which a lot of the undead have, and it gives 1 HP per HD. What is interesting is that the LM lists all of the undead found in the MMIII in the back!

That works. Memory serving, it's the same feature there as anywhere else. Straightforeward - cha mod to hit points identical to how the living use con.

A barbarian with this variant form of rage doesn't gain the normal bonuses when he enters a rage. Instead, when a barbarian with whirling frenzy enters a rage, he temporarily gains a +4 bonus to Strength and a +2 dodge bonus to Armor Class and on Reflex saves. While in a whirling frenzy, the barbarian may make one extra attack in a round at his highest base attack bonus, but this attack takes a -2 penalty, as does each other attack made that round. This penalty applies for 1 round, so it also affects attacks of opportunity the barbarian might make before his next action.

Whirling frenzy is otherwise identical to the standard barbarian rage in all other ways. At 11th level (when a standard barbarian gains greater rage), the Strength bonus increases to +6, and the dodge bonus to Armor Class and on Reflex saves increases to +3. At 20th level (when a standard barbarian gains mighty rage), the Strength bonus increases to +8, and the dodge bonus to Armor Class and on Reflex saves increases to +4.

A barbarian using this variant doesn't gain indomitable will at 14th level. Instead, he gains evasion, but only while in a whirling frenzy.

A character can't use whirling frenzy at the same time that he uses any other form of rage (or similar ability).
 

A lich who needs hit points should take a look at Improved Toughness, false life, and other abilities not based on Constitution. Or losing the ability to cast spells.

That is in fact where it is found - as an ability on some of the monsters. ;)
