Bard in Full Plate with 0% Spell Failure

Note that, going strictly by RAW, if you went dwarf and took one level of fighter and the battlecaster feat, then with only minimal penalties you could have a tumbling, inspirational, mithril-full-plate-wearing, spellcasting, greataxe-swinging combat bard! ; )

Well, tumbling would not work so well - it's still armor for non-spellcasting purposes, so armor check penalties will apply.

Penalties of -3 - not too bad for wearing full plate, but still significant.
