Deep in the bowels of the catacombs below the Scepter Tower of Spellgard lies Barthus. Deep in the bowels of Barthus' tactics write up is the following:

The vampire spawn arrive in round 6: Barthus moves adjacent to as many of them as possible, then makes a desecrated ground attack as soon as it’s recharged and at least some of the vampire spawn are bloodied.

Am I missing some normal way to bloody a minion, or was someone asleep at the wheel when they fleshed out this encounter?

I would assume the later.

That adventure was published last summer, meaning development on it was probably done before the rules were finalized. So it would have been easier for gaffes like this to slip past.
