Basic Attacks: add Ability Modifier to damage?

In earlier editions it was spelled out in the abilities section, but with all the Powers in 4e, it can't be taken for granted. So, do you apply ability modifiers to the damage of basic attacks? I searched the PHB in the Abilities, Weapons and Basic Attacks sections and couldn't find a clear statement.
