Batman 3: Gotham

I used to read the Batman comics as a boy and was inspired by Nolan's excellent movie adaptations. I've taken a stab at where the next movie might go using The Long Halloween, War Games, The Last Arkham, Arkham Asylum, Gotham Central and a touches of Dark Victory as inspiration.

This is a long post, so I'll break it into bite size chunks...

Theme & Villains
In Nolan's Batman universe, villains are a symbol of a theme.
In Batman Begins the theme of fear and purification of fear is symbolized by Carmine Falcone, Scarecrow, and Ra's al-Ghul.
In The Dark Knight the theme of escalation creating chaos is symbolized by the Joker and Harvey Dent/Two Face.
In Gotham the theme of isolation and acceptance is symbolized by
Black Mask, Riddler, Holiday & Hangman, and the trio of Hugo Strange/Jeremiah Arkham/Mad Hatter.

The Story
Gotham City Police Department hunts the Batman under the leadership of their new DA and vengeful cops, but they're no closer to catching him than they are the mysterious Holiday killer offing mobsters. Rumors are Batman is the Holiday killer. Batman and Gordon meet covertly to discuss the Holiday killings.

Gordon has worked closely with Internal Affairs and the GCPD is cleaning its act up, save for two cops: Bullock and Corrigan. Detective Allen helps the Internal Affairs investigation. When Batman escapes several officers during a hunt for Holiday, Detective Stephens accidentally guns down a young boy in the Narrows. The DA, convinced Gordon is hiding Batman's identity, decides to call in the Feds. Cue genius FBI agent Edward Nashton, who creates an alter-ego "Riddler" to lure Batman out with fake crimes.

As an all-out mob war between the Falcone and Sarnoi families seems eminent as a result of the Holiday killings, a mobster calling himself Black Mask steps in to forge a truce via the False Face Society. While investigating, Batman realizes his uncanny resemblance to a mobster named "Matches Malone", and when Malone is backstabbed, Batman adopts his persona to infiltrate the False Facers.

With the passing of Prop I and $500 million benchmarked for developing the Narrow’s infrastructure, Mayor Garcia works with developers planning on tearing down the Narrows and making it a tourist destination, but there is public outcry from the folks living in the Narrows. Concerned over civil unrest in the Narrows after a protest turns into a riot over the boy Stephens gunned down, the Mayor authorizes a private security force specializing in “peacekeeping and urban crowd control” led by Lyle Bolton to help secure the Narrows.

As Matches Malone, Bruce rescues Holly Robinson, only to get stabbed in the leg by Holly when facing her pimp and thugs. Badly beaten, Bruce is taken to Selina Kyle's place where Holly is staying and they patch him back up as Bruce learns about a mob-run child prostitution ring and the "Hatter", one of Holly's clients who has abducted several young girls for experiments. Selina sees through Bruce’s disguise and thinks he’s a cop threatening him with a gun, telling him his secret is safe with her but only if he promises to leave her and Holly alone.

Ramirez and Allen get in over their heads at a stakeout and charge in after a group of gangsters. During the hunt, Ramirez gets gunned down and Allen kills her assailant. When the bullet he used goes missing, Allen’s badge is suspended but Ramirez goes after Corrigan who intended to sell the bullet and gets it back. However, this ruins Allen’s developing case against Corrigan, who is in on the conspiracy to redevelop the Narrows. Allen goes to meet with an informant who he finds beaten to death only to be shot in the back by Corrigan.

Gordon and Batman take down Holiday after he kills the Maroni head (Sal?) - Holiday turns out to be Alberto Falcone. However, while in custody he is mysteriously killed.

In the wake of Joker's mayham, gangs grow in power, carving up the different districts of Gotham. Determined to clean up Gotham's gangs, the new DA plans to work with Commissioner Gordon to bust Chinese weapons smugglers. Agent Nashton develops a plan to capture Batman in the process - a sting operation. Batman travels to Hong Kong, learning that the arms dealers are stealing from Wayne Enterprises shipments. Escaping Nashton's trap, Batman realizes there is a conspiracy to get the people of the Narrows out of their family homes no matter the cost and that the mercenary Lyle Bolton is planning to "clean up" the Narrows with the Mayor's consent.

A key piece of evidence is known only to an Arkham Asylum inmate, but Arkham's new director Jeremiah has upgraded the security systems in the wake of the breakout in Batman Begins making coming in or out of Arkham virtually impossible. Batman makes the risky decision to infiltrate Arkham as an inmate, allowing himself to be caught by Nashton's newest "genius" trap. However, matters are complicated when mob-connected psychologist Hugo Strange evaluates Batman and prescribes him a madness-inducing drug.

Turned over to Jeremiah Arkham, Batman endures solitary confinement and ruthless therapy while the other inmates (Joker, Scarecrow, Two-Face, Zsaz) plot to do him in through various means. Nearly broken, Batman makes contact with the informant and learns the identity of Black Mask. Also, through searching the Arkham files he realizes Strange and Jervis are in on the conspiracy to redevelop the Narrows. Through various torments his past foes convince/brainwash Batman to release them and the inmates take over the Asylum while Bolton's men are posted outside to shoot anyone leaving on sight. After an amazing battle involving lots of ninjitsu, Batman defeats the inmates, rescues Jeremiah and restores order to Arkham before sneaking out disguised as one of Bolton's men.

Meanwhile, Gordon is hot on the trail of a new serial killer called the Hangman who has Holiday's same modus operandi, leading them to wonder if they got the right guy.

Possible but that seems like a lot of new key characters being thorwn out there at once. But Nolan does that while keeping the spotlight generally on only one villian with the others being pawns.... so maybe. Just maybe....
 

Well, certainly got a lot of villains jam-packed in there. My personal preference would be to see a film based off the "Venom" storyline from Legends of the Dark Knight. It could rewritten a bit to provide Bane as a name-brand villain, though personally I think the story is great without any such gimmick.

Too many villains. The #1 thing that writers need to grasp from recent superhero movies - keep the number of villains down! Too many villains = bad movie!
