Is UnA E 3.5? Is Battle Jump a 3.5 feat?

Strictly, no. UE was written in that awkward time when 3.5 hadn't quite been released, but everyone knew about it. To the best of my knowledge, it has never been revised.

I would say strictly yes because WotC calls it 3.5 and has version 3.5 errata for it. Check here:

Actually i am confussed with this... UnEast was released only a couple of months b4 the first 3.5 book was released (if i remember right)... From that point of view its not a 3.5 book... On the other hand there is 3.5 errata about that book and that makes me a little suspicious... My opinion is that it can be treated as a 3.5 book because of that and the fact that the publishing of the book was to close with 3.5 books so as not to be affected by 3.5 rules... Anyway.. its a hard decision that every DM must take...

I'm not sure about WotC's statements, but it more or less works as a 3.5 book. The only non-3.5 thing that I can remember is that the Shou Disciple advances UBAB, which does not, of course, exist anymore.

I'd go ahead and use it.
