In that case, I'd suggest you make it slightly better than a single-target at-will power.

I see no real reason for this. The goal of the power is to give them an OA that has a decent chance at hitting for some small elemental damage. As long as you make that viable, I don't think it needs any extra boosts.
 



IMHO the feature should either replace Staff + Melee Training, or be more limited yet better in its niche than Staff + Melee Training.

Ah, I see your point, but then I don't get why you use the damage progression from 1d6 to 1d10 - aside of course maybe because that's what the system does now, but if we want to revise it, I see no reason to keep that.
 

If you're worried about damage why not stick with d8(2d8 at epic), but use Dex instead of Int for damage. Retains the original idea of making Dex useful while not making it nessessary.
