I am creating a campaign arc that should take characters from level 1 through 3-4. The campaign will be light on the undead, but feature a group of cultists that follow a necromancer named Barash. Galbraith is one of his lieutenants, and was once Barash's mentor, but died before learning to become a lich. Barash reanimated him, and Galbraith serves hoping to regain some of his former power.
He will be attended by some lower level undead, and two cultists (I have their powers and themes sorted, but not their stats). Have I made Galbraith over powered for 4-5 level 3-4 characters?
