I don't think it's clear that the sacred vows that require forswearing of armor in this context include the Vow of Poverty.
Remember, it's possible to have a feat without having the prerequisites. If there were a race that gained Apostle of Peace as a racial bonus feat, for example, they would not be required to have the Vow of Poverty feat. They would still be prohibited from wearing armor by the AoP feat, but could wear magical protections.
Any character who has AoP and VoP, however, is prohibited from using magical protections by the VoP feat, even though the AoP feat does not prohibit it.
