You need a little bit (not much) of elbow grease to add more connective tissue, but I and my group are really enjoying Journeys Through the Radiant Citadel.

I would also suggest Ptolus -- which contains several detailed campaign frames -- but it blows out your price cap pretty much immediately. It's a great, great book all around, though.
 



Nothing too bleak/grimdark (doesn't have to be comical; just wanting some high adventure)

Dungeons of Drakkenheim is pretty bleak if you run it as written. It’s based on Mordheim, and that sort of “twisted world” vibe with a healthy bit of Warhammer “everybody is grey at best” shines through.

As written, the result no matter which “ending” the players get the city isn’t going to get better; and some are pretty directly “oh you supported the apocalypse. Well done!”

I submit Red Hand of Doom. It’s a fairly heroic adventure, pretty open but with clear goals, and there’s some excellent 5e conversion work out there.
 

If you're looking for classic/OSR, I can recommend I3-5, the Desert of Desolation campaign. Written by Weis and Hickman (of Dragonlance fame), it's one of my favorites.

And, of course, there's the Original high-level campaign G1-3/D1-2/Q1, and all of its modern descendants. They vary in quality though.
