Best free (or cheap) and easy to use mapping software

I've never used software for mapping and would like to give it a try.

Which software is a good one to start with for someone who wants to do simple outdoor maps.

I don't know if this is commonly done, but I would be very happy with somethign that allows you to make a simple old-school hex grid and fill in each hex with a terrain symbol. Is there somethign like that?
