For d20, I'd probably say Grim Tales first (shocker I know). It's simple and elegant yet amazingly effective and highly customizable.

For non-d20, I'd probably say Shadowrun 3ed. Actually, I think the SR magic system is one of the best in any system.

D&D is a lot more than just some of its elements and has plenty of room for variants -- heck, especially in its earliest days, free-wheeling experimentation was the order of the day.

In any case, I find all four of the choices given above to be limited. My favorite magic system is the effects-based system in Ars Magica/Mage: The A-Word.

Somebody explain the systems that have been mentioned. I haven't played shadowrun or ars magica. I had a friend that played shadowrun and mentioned something about it draining hp or something... which I think is a great idea.
