Best Mapping Software?

So, I've been thinking about buying one of those mapping programs, so I can start mapping out my upcoming Drasconis campaign. Usually, I'm a "do it by hand" sort of guy (no dirty jokes, please), but since I want to use a Wiki to host most of the campaign information and I don't have a scanner, I thought a Mapper would be the best way to do it (and besides, it'd wow my players!)

So, I'm looking at the options. Here's what I need it to do:

1) Map a continent, and then be able to use the rough map of the continent, expand it (but keep it to scale) so I can make regional maps.
2) Run on Vista - I have a two month old computer, so I don't think specs will be a problem.
3) Be fairly cheap (under 40$, hopefully)
4) Dungeon and battle mats aren't really a requirement, although I wouldn't mind if they cam included.
5) Be able to save my maps as simple images, so I can just copy them into whatever I'm using (a wiki, for example, or Word).

Any feedback or personal experiences are very helpful. Ease of use is also nice, but I'm pretty sure I can figure any map out there. I'd also hope to find something that allows custom images to be included with the software, so I can through in my romanesque pictures and whatnot on the map.
