Y2K, Reign of Steel and War Against the Cthorr are the existing PA settings. Y2K is about any kind of fall of civilization, RoS is like the future in Terminator, except humanity is much closer to losing and WatC is about an alien invasion based on ecology rather than guns and bombs (it is also way OOP).
 

I'd start with Post Apocalyptic Hero and see if I could play what I had in mind using Hero rules so I didn't have a to learn a new system.

Beyond that, not sure what I'd do. Probably try to adapt Savage Worlds, or even d6 to my idea - something relatively rules light and flexible.
 

The best After The Bomb game ever was in one of the game mags way back when. One page, roll 1D6. I forget the exact results (and no longer have the zine, darn it), but it went something like this:

1: You die in the blast.
2: You die from the thermal bloom.
3: You are blinded by the flash and die in 1D6 days as surviving animals/humand kill and eat you.
4: You suffer from terminal radiation poisoning. Die an agonizing death in 1D6 days.
5: You survive but are killed and eaten in 1D6 months by other survivors.
6: Congratulations, you survive. Well, for 1D6 years. Then you die because you can no longer find any food in the Nuclear Winter.

I know that's not exactly right, but you get the idea.

I've got a copy on order. sadly I was just told this week that it has been put on back order... Sad mutant...

My vote is either Darwin's World or the 4th Edition version of Gamma World. 4E GW is my hands down favorite but it is slightly silly. Darwin's World is great but perhaps a bit grim, even for my tastes.

I once ran a three year Gamma World campaign with the 3E rules set. Though heavily modified with the TMNT After The Bomb game.

If you want a heavily animal mutant world the second edition of After The Bomb is excellent. I must read the book three or four times a year just to play with mutant animal ideas. The game has Spider-Goats, it rocks...
