Some are new, some are old (and have been stripped because of the flaking).
I do my painting in the basement these days (a pretty recent change). Previously Id just take up a section of floor with a board and my bag full of paints. Recently we did some work downstairs and I converted the area into a paint station.
However, I have always done my priming outside, often 2 or 3 days before I actually start painting. I use a small board as my priming surface, and in inclement weather carry everything inside to prevent difficulties (inclement also including the really hot and muggy days).
I'll give the cleaning a try, but I have my doubts thats it. I always thought I did a pretty good job of it.
