This is easy, any Shadowrun book with Shadowtalk. All straight fluff, with GM stuff at the back.

Corporate Shadowfiles was a great one, but I don't personally own any 2E stuff, so I don't get to read it too often. Of the 3E stuff, the "Shadows of..." series is my favorite, although I know there's a not insignificant percentage of people that hate it. I'm currently re-reading Shadows of North America, after which I'll probably re-read Shadows of Europe and anxiously await Shadows of Asia.

No other RPG books that I've run into are anywhere near as much fun to read.

I've gotten a lot of reading mileage out of GURPS Warehouse 23, The Book of the Wyrm (for Werewolf) and Palladium's Weapons, Armor & Castles over the years -- there's just something so enjoyable about tucking back into them.

Although I've only read each of them once, I can see coming back to the core books for Eberron and DragonMech -- they're two of the most enjoyable cover-to-cover gaming reads I've come across in years.

The list is long. I looked over my shelf to try to remember them all. Here is a short list.

The best one that immediately springs to mind is Alternity Gamma World. I didn't really like the game mechanics, but the setting is presented so well that you realyl have to read it from cover to cover to get it. There is a nice surprise at the very end that is set up at the every beginning. It was so well conceived that I used it as the setting for the next game I'll mention.

Omega World d20. This mini-game from the Poly side of Dungeon 94 is just brilliant. I have enjoyed it many times.

Others include the 3.0 core books. Yeah, I read them all. I read 3.5, too; but it was less enjoyable. I found I had a better understanding for the entire system. I also liked Judge Dredd d20. The core book was solid.

I'm sure there are tohers, but those are the ones that spring to mind.

Hell, yeah.

I also enjoy reading GURPS setting books (esp. by Ken Hite), the aforementioned's Suppressed Transmission collections (sadly only two), The Munchkin's Guide to Power Gaming, and my Exalted books. I also liked reading the old WoD Werewolf tribebooks, before they were revised and got stupid.

For me, the best RPG books to read make me want to run or play a game (even if it would never work for me or my group).

Back in the day, Shadowrun books were great fun to read. I bought way more SR books than I used, mostly because they were so entertaining.

I also generally like Exalted books, too.

Ken Hite's (Cabal, Weird War) & David Pulver's (Technomancer, Transhuman Space, Reign of Steel) GURPS books are always entertaining.

Aaron Allston's Champions/Hero supplements -- Strike Force, the Blood & Dr. McQuark, the original Ninja Hero.

Various Mutants & Masterminds books (the core book, Freedom City) qualify, too.

In regular d20 land, Book of the Righteous, the various (Complete) Books of Eldritch Might, Midnight, and the Draconomicon.
