Best secondary items from the MIC

Well, I was curious as to what the best items in 3.x would be if they had used the restrictions of the 4E magic item slots and just how "optional" they truly were. I'm using the Magic Item Compendium if anyone wants to comment.

Arms: Bracers of Dawn (arms) or X resistance 30 Shield/Overhead Shield
Feet: Cloudwalker Anklets
Hands: Casting Glove
Head: Third Eye Dominate (face) or Helm of Brilliance (Head)
Waist: Gwaeron's Belt

The above list is based on unlimited cash which might not be valid for most campaigns so the list below is based on maximum wealth of item for that slot divided by 2.

Arms: Wand Bracelet (arms) or X resistance 10 Shield/Lion's Shield
Feet: Boots of the Mountain King
Hands: Glove of Storing/Ghoul Gauntlets
Head: Eyes of Charming (face) or Helm of Telepathy
Waist: Belt of the wide Earth.

I'm looking at that list and it seems pretty good especially if 4E uses the action economy as you can't activate all of these items at the same time for the most part.

I also like the fact that even though the 2nd person has about half the cash as the 1st person, if they met in a dark alley, assuming their primary equipment matched, you wouldn't be able to tell who would come out on top. Sure, the 2nd person can't fly, but that's because Boots of the Mountain king cost more than Winged Boots.

Another aspect I thought of was the (good) assumption that there are no permanent effects in that, every round, you can attempt to shake off effects. That would affect how people look at things like Third Eye Dominate

The one concern though is the Shield resistance but even this is mitigated by my hunch that Resistance works more along the lines of SWSE Shield Rating system than the current method.
