I'd immediately look to the shape and features of the 'deserter' homes.
Can you appropriate enough to create a new 'Royal' palace for the young couple. It may not be fiscally responsible but if the land is choice it may be your onely chance at it
Send secondary figures to find out if you can get a loan forgiveness as part of your wedding setup.

If you are shortly going to be a princeling don't tie your fate too closely to this town if it is not a necessity. Make sure you establish your own wealth as positive unless you are irrevocably tied to the town.
Remember that most of the problems are not your fault but the previous mayor. Its worse to be the pennyeless mayor of a penneless town than a rich mayor of a pennyless town.
If you have independent money, and you wish to save the town, dont simply pay the loans in the town's name at their rates. Offer to buy the loans, while hinting that the town might have to default. One tenth of the value is better than nothing.
Seriously, just because you are of good alignments doesn't mean you are going to open a vein and kill yourself for a lost cause. Keep your party strong first.
