Biggest baddest WHAT in the land?

I think it should be a little vague, whoever the major powers in the world are make them close, so that who wins could be different depending on the conditions under which they met, and simply fickle fortune. This is a very good reason that the most powerful being doesn't go trampling all over the place if they are evil, or going around setting everything right if they are good because they have someone or something they have to content with, a balancing point to them.

look at the advancement on the characters. Dragons have 40+ as their Great Wyrm age (so do Taresque, but it cant cast spells, and it doesnt get a breath weapon). So actually Dragons can have an infinite number of HD. Advance a dragon by 400 HD and give him the Dracolich template. Tell me any wizard, lich, most gods could deal with that. there for I go with Tchazzar (god of dragons, think of regular gods as humans Tchazzar is a Dragon compared to them).

P.S. Its Kaluth not Klauss. Klauss sounds like stuff I put on my sandwich.

Or perhaps a variation of Jormundgor (sp?) the World Serpent?

That'll be Jormungand. I've used the ol' world serpent in my latest homebrew campaign (see link in sig! :) another shameless plug!), where he appears in legends as the servant of the storm goddess. There's even a city named after him (the reason why's in the story hour!).

Actually, the FRCS dragon is named Klauth.

IMHO, the toughest should rightfully be the Tarrasque. It is a dragon, per se, and cannot be killed except under very extenuating circumstances. (I prefer to keep the Regeneration 50 rather than Fast Helaing 50, as errata suggests.)

In Dark Sun, the Dragon was unique - there was only one, even though everyone else was trying to become one. Now he was nasty. He used living beings like defilers used plantlife!

Easy, Great Wyrm Slacerian Dragon with 15 levels of sorcerer WITH the shadow template added on. :)

Course a lich with feats from BOTH the Necromancy book from Mongoose and the Eldritch Feats from BoEM would prove QUITE a challenge. Heck I think Larloch might be a tad nervous about THIS guy! :D

Yep, unless we count Avatars in SL. ;)
