Congratulations. You reworded the exact spell description. Man...all those posts...just to arrive...RIGHT WHERE I STARTED. :D I don't know if I'm HAPPY or GOING INSANE! :D

In this case, actually, the PHB and SRD seem to be in agreement. From the SRD:

"While blinking, the character can step through (but not see through) solid objects. For each 5 feet of solid material the character walks through, there's a 50% chance that the character becomes material, with regrettable consequences (see below). The character can move only at three-quarters speed: Movement on the Ethereal Plane is at half speed, and the character spends about half the character's time there and half the character's time material."

I would allow the blinking character to walk through an entangled area, but with the same 50% chance of accidentally going material. The consequence of this would be getting shunted to the edge of the entangled area, however distant that might be (not far for a tanglefoot bag, a bit more for an entangle, web or briar web spell).
